Works User Roles are listed below from most permissions to least.

Organization Admins

Organization Admins are system administrators, they are "super-users" that have full administrative rights on the front end of Works. They can take all actions that other roles can perform within the Works platform.


Organization Admins can view invoices (along with Billing Managers). They are also the only role who can complete the following tasks.

  • Set-up and update bill rates across the system for Agency staffing requests and On Demand shifts.

  • Bypass approval when creating a Staffing Request or sending an Extension Offer

  • Approve / reject items on behalf of designated approvers


Program Admin and Program Manager

All Program Managers can shortlist submissions, and also take all actions available to Hiring Managers and Compliance Managers. Unlike Organization Admins, Program Managers cannot manage bill rates, bypass approvals, approve / reject items on behalf of approvers, or view invoices.

There are two Program Manager roles. Program Admins have access to some admin functionalities (set up templates, approval chains and users, and view rate cards), while Program Managers have no access to any admin functionalities.

Permissions Include:

  • Admin section (Program Admin only)

    • Create all Templates (Staffing & Compliance)

    • Create Approval Chains

    • View Rate information (no edit access)

    • Create Users (except Org Admin roles)

  • Staffing section

    • View and Create Requests

  • Candidate section

    • Shortlist / Reject Candidate Submissions

    • Send Offers

    • Approve / Reject offer change requests

  • Onboarding section

    • Set a Worker as Cleared to start

    • View and Edit Assignment Details

    • Approve / Reject compliance items

    • Edit individual compliance lists using “Edit List”

  • Team section

    • View and Edit Assignment Details

    • Send Extension Offers

    • Edit individual compliance lists using “Edit List”

    • View & Edit Worker Profile, including Unit Allow Lists for On Demand (if enabled)

  • Shifts section

    • Create Shift Requests for On Demand (if enabled)

  • Billing section

    • Approve and Reject line item disputes

  • Reports section

    • Ability to view and download data from Reporting tab


Hiring Manager

Hiring Managers are clinician managers overseeing a single unit or a group of units. They can create Staffing Requests, review shortlisted submissions, extend offers and extensions, view and create On Demand shift openings (if access granted), and verify time worked line item disputes.

Permissions Include:

  • Staffing section

    • View and Create Requests

  • Candidate section

    • View / Reject Candidate Submissions Shortlisted by Program Manager

    • Send Offers

    • Approve / Reject offer change requests

  • Team section

    • Send Extension Offers

    • Can view but not edit assignment details

    • View Workers

  • Shifts section

    • View Shift Openings (if enabled)

    • Create Shift Openings (if access granted)

  • Billing section

    • Approve / Reject line item disputes

  • No access to Admin or Onboarding section

  • Reports section

    • If enabled


Billing Manager

Billing managers are responsible for financial operations. They can view invoices and verify line item disputes within the Billing section. They have view-only access to the Staffing and Team sections, and no access to other sections.


Permissions include:

  • Staffing section

    • View only

  • Team section

    • View Assignments

  • Billing section

    • View invoices

    • Approve / Reject line item disputes

  • Reports section

    • If enabled

  • No access to other sections


Compliance Manager

Compliance managers are responsible for onboarding and ongoing compliance. They can set up compliance requirements, and verify compliance items. They have view-only access to the Staffing section and do not have access to the Candidate, Shifts, or Billing sections.

Permissions include:

  • Admin section

    • Create Compliance Templates

  • Staffing section

    • View only

  • Onboarding section

    • View Onboarding workers

    • Set a Worker as Cleared to start

    • Approve / Reject compliance items

    • Edit individual compliance lists using “Edit List”

  • Team section

    • View Assignments

    • Approve / Reject compliance items

    • Edit individual compliance lists using “Edit List”

  • Reports section

    • If enabled

  • No access to Candidate, Shifts, or Billing section


Executive

Executives are users who need to sign onto Works to approve items or view reports, but do not use Works for other operational purposes. They have view-only access to the Staffing and Team sections, and no access to other sections. Executives (and all other roles) can view reports if their account has been set up to access them.

    • View only

  • Team section

    • View only

  • Reports section

    • If enabled

  • No access to other sections


On Demand Coordinator

On-Demand Coordinators are support staff that perform tasks specific to shift management. They can manage on-demand staff and shift requests. They don’t have access to other sections.
